Request from the American Pilots’ Association to State Pilotage Authorities Regarding Pilot Safety

The American Pilots’ Association has sent a letter to state pilotage authorities across the United States on behalf of approximately 1,200 American ship pilots to improve safety pilot safety following the death of a New York pilot in December.

“This trapdoor arrangement is currently found on a number of ships with accommodation ladder-pilot ladder combinations, despite the facts that it has long been considered by pilots to be unsafe and that the IMO has recognized that it is unsafe by taking steps to eliminate it,” the APA states in the letter. “Since at least 1979, IMO guidelines have recommended that pilot ladders used with a trapdoor extend to the height of the platform’s handrail. The purpose of that recommended practice is to bring the ladder steps up to a level from which the pilot can step across to the platform rather than pull himself or herself up to it.”

On August 5, 2020 at approximately 10:30 pm, Sandy Hook Pilot Captain Timothy M. Murray was involved in an incident while boarding a tanker vessel inbound to the Port of New York & New Jersey. He sustained injuries after falling from a pilot ladder and was evacuated to a local hospital where his injuries proved to be fatal.

Pilot transfer arrangement is a sensitive topic to be discussed among the pilot’s fraternity. Although ships are designed and operated with compliance to the SOLAS requirements in all respects including the pilot transfer arrangements, there has been numerous deficiencies observed related to pilot transfer arrangements. The small deficiencies from the part of ships cause life threatening accidents for pilots and sometimes to the ship staff themselves. There are many instances of defective ladder and complacency in proper rigging of ladders has been reported almost every day in different parts of the world. Many pilots lost their life, severely injured for life and face many minor to major accidents. The latest incident being the Capt. Timothy Murray of Sandy hooks Pilot.

They look like toy boats, but they serve a serious purpose. An outsider at this facility near Grenoble, France, may see grown men riding arounda lake in miniature ships. But these are pilots of the world's largest ships, and they're practicing navigation with meticulously engineered 1:25 scale models of real cruisers, tankers, and containerships. Port Revel Shiphandling Training Centre, in operation since 1967, has had more than 6,000 maritime pilots and merchant ship officers from all over the world train on its 13-acre man-made lake. Wind-, wave-, and current-generating machines simulate real-world conditions, to help the pilots learn how to maneuver in shallow waters and deal with emergencies—in safe conditions. The school recently added its own built-to-scale course of the giant new locks that will open next year to allow the passage of large ships through the Panama Canal. The Panama Canal Pilots Association has made its own training lake but is sending senior pilots and simulator instructors to Port Revel to learn how to teach using manned models. Port Revel has built two large model ships and is sending them along with four radio-controlled tugboats to the Panama Canal training facility.
