This article describes the findings from two studies that utilised an integrated systems thinking framework to understand how pilots make decisions and what factors are perceived to influence their decisions.

The Pilotage Act has defined the Atlantic Pilotage Authority’s area of operation as all the Canadian waters in and around the provinces of New Brunswick, Prince Edward Island, Nova Scotia, and Newfoundland and Labrador, as indicated on the map. Within this region, the Authority has designated 17 compulsory pilotage areas.

Roches Point lighthouse recorded 50kts of wind on the 13th as the Cosco bulk carrier passed and the Cork wave buoy 2nm off the harbour entrance recorded waves to 6.7m at the time.
