Submarine pilot boarding

A Florida Harbor Pilot encountering the pilot pilot ladder of a submarine. First harbor pilots must make their way offshore through rough seas to a vessel desiring their expertise to safely enter port. Next harbor pilots must negotiate the dangerous boarding accommodations to embark on vessels of every type. Next, the real work begins by using years of experience and centuries of knowledge passed down through the rigorous training process, to safely guide vessels in and out of Florida's many deep water ports.

Estuary Services crew Andrew Howland (coxswain) and Wayne Goldfinch (deckhand) transferring PLA pilot, Stephen Ford on an approx. eight-mile trip from Ramsgate to board the tanker Songa Breeze at the NE Goodwin pilot boarding ‘diamond’. Departing at 0955 on 20 April 2020, they steered an easterly course to reach the ship by 1030. Weather: wind North Easterly F6, sea state moderate to rough, visibility 10 nautical miles.

As we all know there is a new regulation established since July 2012, this new regulation refers to pilot transfer arrangements. There are other yearly safety campaigns such as IMPA that include SOLAS V.23 and IMO Resolution A 1045 and Resolution A.1108(29). Unfortunately, in this annual overview there were some accidents reported that could have been avoided.

From that moment on I have been keeping a tally of the non compliant boarding arrangements I see in front of me on a daily base, and off course I participate in the annual safety campaign, conducted by IMPA each october.

Required tug power and number of tugs needed in variable conditions of wind, current and waves isin most cases an assessment made by pilots based on their professional experience. However, assessments will raise questions by lawyers if something goes wrong. They will use tools to calculate what really is needed with respect to tug power and number of tugs. They have furthermore the advantage of time.

The Making of a Bay Pilot

Allen Garfinkle, Executive Director, Board of Pilot Commissioners, San Francisco, San Pablo and Suisun Bays

Professional mariner Captain Allen Garfinkle, will highlight the role of maritime pilots in waterborne commerce on San Francisco Bay, including how one becomes a maritime pilot, dangers of the job and common myths about piloting on the Bay. Captain Garfinkle is the Executive Director of the state level authority that trains, licenses and regulates those pilots. Prior to his role at the Pilot Commission, Captain Garfinkle was a deep-sea mariner for 30 years, including 22 years at Matson Navigation Company, where he was master on nine of their ships. Allen holds a Bachelor’s degree from California Maritime Academy and a J.D. from the University of San Francisco School of Law.
