Pilot transferring is unsafe and dangerous by Harbor Tug Boat from or to the ship. I analyzed and observed at many ports, Pilots using Harbor Tug Boat for transferring. The Pacific Pilotage Authority says: "There is a common misunderstanding amongst vessel operators that vessels built prior to 2012 are exempt from some of the requirements for pilot transfer arrangements. This is incorrect...".

Finnpilot released its annual report for 2021. The impact on the amount of Finland’s international imports and exports significantly affected vessel traffic and the number of pilotage assignments. The number of pilotage assignments in coastal waters decreased by 1.9% from the previous year. In the Saimaa region, the number increased by 5.3% from the previous year.
