Pilot transferring is unsafe and dangerous by Harbor Tug Boat from or to the ship. I analyzed and observed at many ports, Pilots using Harbor Tug Boat for transferring. Pilot transfer arrangement is a sensitive topic to be discussed among the pilot’s fraternity. Although ships are designed and operated with compliance to the SOLAS requirements in all respects including the pilot transfer arrangements, there has been numerous deficiencies observed related to pilot transfer arrangements. The small deficiencies from the part of ships cause life threatening accidents for pilots and sometimes to the ship staff themselves. There are many instances of defective ladder and complacency in proper rigging of ladders has been reported almost every day in different parts of the world. Many pilots lost their life, severely injured for life and face many minor to major accidents. The latest incident being the Capt. Timothy Murray of Sandy hooks Pilot.
U.S. Coastgard has published an update of their Recommendation for Pilot Transfer Arrangements in latest Marine Safety Information Bulletins (MSIB).
"Recent deaths of maritime pilots while embarking commercial vessels highlight the risks of operating in an
unforgiving maritime environment. To ensure the safety of all personnel boarding a vessel at sea, the Coast
Guard reminds vessel owners and operators of the requirements contained in the Safety of Life at Sea (SOLAS) Chapter V, Regulation 23 and strongly recommends that owners and operators follow the recommendations within IMO Resolution A.1045(27) – Pilot Transfer Arrangements. "
