No swell. Correct. But that is best safety in sea waves when vessel underway and able make a good lee for the pilot boat.

You can board in this manner only when the ship is at anchor and the sea is calm without any swell.

That is ok. Last 15 years we are already using this way in port of Primorsk (Russia).
