U.S. Coastgard has published an update of their Recommendation for Pilot Transfer Arrangements in latest Marine Safety Information Bulletins (MSIB).

"Recent deaths of maritime pilots while embarking commercial vessels highlight the risks of operating in an
unforgiving maritime environment. To ensure the safety of all personnel boarding a vessel at sea, the Coast
Guard reminds vessel owners and operators of the requirements contained in the Safety of Life at Sea (SOLAS) Chapter V, Regulation 23 and strongly recommends that owners and operators follow the recommendations within IMO Resolution A.1045(27) – Pilot Transfer Arrangements. "

Pilot transferring is unsafe and dangerous by Harbor Tug Boat from or to the ship. I analyzed and observed at many ports, Pilots using Harbor Tug Boat for transferring. Alabama’s Mobile Bar Pilots has awarded Gladding-Hearn Shipbuilding of Somerset, Massachusetts, a contract for a new 53-foot (16-metre) pilot boat.

The Virginia Pilot Association has taken delivery of a Chesapeake Class MK II launch from Gladding-Hearn Shipbuilding, its ninth pilot boat built by the Somerset, Mass., shipyard since 1983.

Since the Chesapeake Class pilot boat was introduced by the Somerset, Mass., shipyard in 2003, 22 boats have been delivered to 11 pilot associations throughout the United States.
