Pilot transferring is unsafe and dangerous by Harbor Tug Boat from or to the ship. I analyzed and observed at many ports, Pilots using Harbor Tug Boat for transferring. The hazards of Pilot boarding
Throughout 2016, the International Maritime Pilots’ Association (IMPA) held a safety campaign focused upon the standard of pilot ladders and associated equipment. CHIRP supported this campaign and received many reports on the subject.
This first report describes issues concerning pilot access near
the non-parallel ends of a ship, and use of a retractable platform.

During the transit time on the pilot launch between the shore and the vessel, marine pilots will spend at least a portion of that time carrying out (either consciously or subconsciously) a risk assessment of the forthcoming operation.
