This is an exercise that is carried out at regular intervals by all crews on the Pilot boats and Tugs operating in Dublin Port, it is essential that crews are trained and ready to respond to any eventuality involving a MOB. In some instances it could be a casualty from another vessel. UK's Marine Accident Investigation Branch has published grounding and recovery of a container feeder vessel and a tug in the approaches to the Humber Estuary in storm force conditions on 15 December 2018.

U.S. Coastgard has published an update of their Recommendation for Pilot Transfer Arrangements in latest Marine Safety Information Bulletins (MSIB).

"Recent deaths of maritime pilots while embarking commercial vessels highlight the risks of operating in an
unforgiving maritime environment. To ensure the safety of all personnel boarding a vessel at sea, the Coast
Guard reminds vessel owners and operators of the requirements contained in the Safety of Life at Sea (SOLAS) Chapter V, Regulation 23 and strongly recommends that owners and operators follow the recommendations within IMO Resolution A.1045(27) – Pilot Transfer Arrangements. "

Around 11 am local time yesterday (21 February), a pilot fell into the sea while boarding the feeder vessel Blue Ocean, which is operated by Shanghai Jinjiang Shipping on a China-Taiwan service.

The Pacific Pilotage Authority says: "There is a common misunderstanding amongst vessel operators that vessels built prior to 2012 are exempt from some of the requirements for pilot transfer arrangements. This is incorrect...".
