Traffic has began to become congested and slowed due to specialized river pilots being mandated to quarantine due to Covid-19 regulations when returning from duties along China’s Yangtze which happens to be the longest river in East Asia.

All working vessels on the River Mersey gathered in front of the Three Graces – Liver Building, Cunard Building and the Port of Liverpool Building. The formation included pilot launch boats, RNLI Lifeboats, river tugs, Mersey Ferries and the Disney Magic cruise liner. The US Coast Guard "Safety Alert 04-22" has been released. The alert addresses the importance of verifying the correct arrangement of handholds in embarkation gate arrangements aboard merchant vessels.

U.S. Coastgard has published an update of their Recommendation for Pilot Transfer Arrangements in latest Marine Safety Information Bulletins (MSIB).

"Recent deaths of maritime pilots while embarking commercial vessels highlight the risks of operating in an
unforgiving maritime environment. To ensure the safety of all personnel boarding a vessel at sea, the Coast
Guard reminds vessel owners and operators of the requirements contained in the Safety of Life at Sea (SOLAS) Chapter V, Regulation 23 and strongly recommends that owners and operators follow the recommendations within IMO Resolution A.1045(27) – Pilot Transfer Arrangements. "

Editors note: A film of a pilot boat has just been published on YouTube with the title "How Dangerous being in a Pilot Boat..." on YouTube. I'm not sure if this really shows a dangerous maneuver, maybe the experts can comment on it here.
But in principle it is problematic to approach the ship in such a small Pilot Boat in the wake from astern and cross the waves there. I remember an accident from Finland in December 2017 where the boat capsized and people died. Is this situation shown here...

On March 15, 2021, about 1302 local time, the oil tanker Riverside with a crew of 21 and 2 pilots was transiting outbound from the port of Corpus Christi, near Ingleside, Texas, in a loaded condition when the vessel lost propulsion and struck the no. 4 loading dock at the Moda Ingleside Energy Center. 1 No pollution or injuries were reported. Damage to the vessel was estimated at $550,000. The estimated property damage to the facility was $7 million.
