Based on MAIB Safety Digest 1/2025, Case 12, published April 2025 by the UK Marine Accident Investigation Branch (MAIB).

According to information from Simon Pelletier, President of IMPA, it was resolved at the IMO Maritime Safety Committee 106 on 08.11.2022 to open up the SOLAS Convention for amendment in respect of pilot boarding arrangements.

"Analysis of reports indicates that pilot ladders (Pilot Transfer Arrangements, or PTAs) and
intentional deviations from safety procedures remain the main causes of near misses..."
