A study of increasing competition in ports and the underlying pressure to improve port performance. This thesis is the final deliverable for the completion of the degree of Master of Science in Transport, Infrastructure and Logistics (TIL) at the faculty of Civil Engineering and Geo-sciences at the Delft University of Technology.

The Finnish special vessel "Meri" collided with Holtenau High Bridge (Holtenauer Hochbrücke) over the Kiel Canal early on 30 Nov 2022 morning at around 4.37 am.

The United Kingdom Maritime Pilots Association (UKMPA), is the representative professional body for Maritime Pilots in the United Kingdom. Almost every ship entering or leaving a port, is required under UK law to engage a duly Authorised Maritime Pilot, who either boards the vessel in port or at sea and takes conduct of the safe navigation of that vessel. This undertaking is critical to protecting the country’s national infrastructure and environment from damage or pollution, supporting the UK’s economy, and ensuring the safe, timely and efficient movement of all trade.

Required tug power and number of tugs needed in variable conditions of wind, current and waves isin most cases an assessment made by pilots based on their professional experience. However, assessments will raise questions by lawyers if something goes wrong. They will use tools to calculate what really is needed with respect to tug power and number of tugs. They have furthermore the advantage of time.
