When the ship is approaching or leaving a port, a local navigational expert, the pilot, is often provided for assisting the bridge team to safely and efficiently navigate the littoral waters.

Required tug power and number of tugs needed in variable conditions of wind, current and waves isin most cases an assessment made by pilots based on their professional experience. However, assessments will raise questions by lawyers if something goes wrong. They will use tools to calculate what really is needed with respect to tug power and number of tugs. Following a surf riding and broaching incident and subsequent collision by an experienced vessel operator, QinetiQ have been undertaking extensive investigations into the risk mitigation and safety management of pilotage operations. This presentation looks to discuss the risks presented during pilotage services, and provide a critical review of vessel design and service delivery approaches to understand the potential risk mitigations and management of pilot boat safety.

Serkan Kahraman and Yusuf Zorba have published a new book for marine pilots. In this book, maritime pilots and shipmasters’ situational awareness levels have been analyzed using a bridge simulator system and the results have been obtained.

Port Revel is used for shiphandling training of maritime pilots, masters and officers on a 5 ha lake with 11 manned model ships representing 20 vessels, and 4 tugs at scale 1:25 and DGPS tracking system. Instructors are former maritime pilots.
Training on the scale models provides experience that could never be gained on real ships for the simple reason that neither ship-owners nor local authorities would allow such risks to be taken. Scale models allow the shiphandler to make mistakes....
