"We want Ports Authorities to Prioritise the Safety of Maritime Pilots"

In this interview, the President of the African Maritime Pilots Association (AMPA), Captain Mohamed Rafouk who is based in Morocco speaks on how maritime pilots in Africa have coped since the outbreak. He also talks of their interactions with Port Authorities and what their expectations are.

ANTWERP - A pilot who visited the ship Minerva Oceania to lead it to the port of Antwerp appears to have become infected with the coronavirus.

長崎県に入港するクルーズ船「ダイヤモンド・プリンセス」を誘導していた水先人の男性が海に転落し、男性はその後、死亡が確認された。 死亡したのは、水先人の大須賀祥浩さん(69)。 長崎海上保安部によると、5日午前5時半ごろ、パイロットボートから無線で「客船に移乗させる際にパイロットが海中に転落した」と通報があった。 大須賀さんは長崎港の入り口付近で海に転落し、クルーズ船の救命艇に救助されたが、およそ2時間後に死亡が確認された。 男性は5日に長崎に入港したクルーズ船「ダイヤモンド・プリンセス」を誘導する業務にあたっていた。

The pilot at Nagasaki Port fell into the water at around 0530 Tokyo time on 5 May while boarding the cruise ship DIAMOND PRINCESS, which was about to enter Nagasaki.

It has been shown that a majority (51%) of pilot ladders is secured by means of D-shackles, when secured at intermediate length. Previous research (Evans, 2020) has proven that this method has only about 50% of the strength of the pilot ladder when secured at full length (“double ended ladder”), or by means of the “endless-sling” method.

Required tug power and number of tugs needed in variable conditions of wind, current and waves isin most cases an assessment made by pilots based on their professional experience. However, assessments will raise questions by lawyers if something goes wrong. They will use tools to calculate what really is needed with respect to tug power and number of tugs. They have furthermore the advantage of time.

Stanchions therefore are an often-overlooked part of a pilot transfer arrangement and therefore I
want to give them more attention in this article. They proved to be the cause of a whole series of accidents, some of which were even fatal.
