According to information from Simon Pelletier, President of IMPA, it was resolved at the IMO Maritime Safety Committee 106 on 08.11.2022 to open up the SOLAS Convention for amendment in respect of pilot boarding arrangements.

Research on hydrodynamic interaction indicates that if the speed of the ship near a bank is too high, the rudder may be less able to cope with the forces induced and control will be lost. The Nautical Institute highlights this in its latest Mars Report, in which an LPG carrier hit a barge being towed by a tugboat as a result of hydrodynamic forces.

The use of historical navigation data by ports is essential for safety investigations globally. In the digital age, a wealth of pilotage data is available, aiding operations and training but potentially causing stress if misused.

Such a function is also the result of hard work and at the same time an expression of high respect: Captain Erik Dalege (born 1962) is now the president of the umbrella organisation of European Pilots, EMPA for short (European Maritime Pilots Organisation).

This book investigates the science behind each component of manoeuvring a ship in confined waters, especially in port limits and the art to master it. Although ships are designed and operated with compliance to the SOLAS requirements in all respects including the pilot transfer arrangements, there has been numerous deficiencies observed related to pilot transfer arrangements. The small deficiencies from the part of ships cause life threatening accidents for pilots and sometimes to the ship staff themselves. There are many instances of defective ladder and complacency in proper rigging of ladders has been reported almost every day in different parts of the world.
