Pilot transferring is unsafe and dangerous by Harbor Tug Boat from or to the ship. I analyzed and observed at many ports, Pilots using Harbor Tug Boat for transferring. At the time, Queensland was the easiest jurisdiction in Australia for ships to conduct crew change due to the State’s extensive quarantine arrangements for transporting and accommodating seafarers.
